ManageEngine PAM360 is a broad, on-premises PAM suite: you install it on your own Windows or Linux server, with its own database, and point it at servers, network devices and databases. PAM-Pro is SaaS built on Microsoft Entra ID, focused on the privileged accounts in your tenant.
PAM360 is priced fairly for what it covers. The question is whether you want to run a PAM server at all.
| Question | ManageEngine PAM360 | PAM-Pro |
|---|---|---|
| Where it runs | On-premises install on Windows Server or Linux; ManageEngine sizes it at 4+ cores and 16 GB+ RAM for under 5,000 accounts | SaaS, Entra-native. Nothing to host, patch or back up |
| Database | Bundled PostgreSQL, or your own Microsoft SQL Server | None for you to run |
| Setup prerequisites | External SMTP server and a service account with domain or local admin rights for discovery and reset | Consent to an Entra enterprise application; workload identity federation, no standing client secret |
| Breadth of targets | Wide: Windows, Linux, network devices, databases, SSH keys, certificates | Entra ID accounts (rotated). Other credentials can be vaulted, not rotated |
| Session recording | Yes; ManageEngine budgets extra disk for recordings | Out of scope |
| Dated evidence pack for an insurer or auditor | Reports you assemble | One-click export mapped to HIPAA, SOC 2, NIST 800-53 and PCI-DSS v4.0 |
| Pricing | Published: Enterprise edition from $7,995/yr for 10 administrators and 25 keys; free edition for 1 admin and 10 resources | Published: Teams $3,000/yr for up to 20 managed accounts; Pro $20/account/month |
A server holding domain admin rights is itself a privileged target to protect. If you do not need PAM360's breadth, not running one is a security gain as well as a cost saving.

ManageEngine's installation requirements describe an on-premises install on Windows Server or Linux with a bundled PostgreSQL or Microsoft SQL Server database. PAM-Pro is SaaS with nothing to host.
ManageEngine's datasheet lists the Enterprise edition from $7,995 per year for 10 administrators and 25 keys, licensed per administrator and key, with a free edition for one administrator and ten resources. PAM-Pro is priced per managed Entra ID account: $3,000 per year for up to 20, or $20 per account per month.
PAM-Pro rotates Entra ID accounts. You can vault other credentials, such as SSH keys and web passwords, at no charge, but PAM-Pro does not rotate them. If those systems are most of your privileged surface, PAM360 covers more ground.
An Entra ID tenant and an admin who can consent to PAM-Pro's enterprise application. There is no server, database, SMTP relay or domain admin service account to provide.
PAM-Pro starts with discovery: every privileged account in your tenant, and which ones nobody is managing, before anything changes.
